Japanese Import Compliance Australia: A Clear Process Guide

Reviewed 16 October 2026

Short answer

For a road vehicle, the approval question comes before shipment. The Australian Government says an import approval is required before import and ROVER manages applications; border release and state or territory registration are later, separate stages.

Separate the decisions in the process

“Compliance” is often used as one broad term, but a responsible import plan separates several decisions. The first is whether an import approval pathway is applicable to the specific road vehicle and circumstances. The Department’s road-vehicle guidance identifies different approval types, including concessional RAV entry, non-RAV entry and reimportation, with criteria for each. Only the relevant authority can assess or decide an application.

The ROVER public SEVs Register can help you research published entries. It is not an import permission. ROVER’s own page carries a clear warning that inclusion on the register is not approval to import the vehicle. Do not use a search result or a model name as a substitute for reviewing the applicable rules and the specific vehicle details.

Approval, border release and registration are not the same

Once transport has begun, Australian Border Force says an Import Declaration must be lodged. ABF also says a vehicle will not be cleared from customs control until a valid import approval has been provided and applicable duty, GST, luxury car tax and other charges have been paid. Biosecurity cleanliness and asbestos risk are separate matters identified in the ABF guidance.

After border and other requirements, registration and insurance are governed by the relevant state or territory. ABF notes that a valid import approval is not a guarantee that a vehicle meets state or territory registration and insurance requirements. Build a project plan that reserves time to investigate each stage rather than treating one document as completion of the entire process.

How CA Import can fit into the sequence

CA Import states that it provides Japanese direct-sourcing and compliance service support. This is owner-supplied business information. It should be understood as assistance with a process, not a government approval, eligibility determination, registration decision or guarantee. Ask which activity a provider will undertake, which documents you must supply and which decisions remain with government bodies or other specialists.

Keep a dated file for the specific vehicle: identifying information, purchase records, transport records, approval correspondence, border documents and any evidence requested by the relevant service provider. The official links below should be checked again close to the time you act, because requirements and published information may change.

Suggested planning steps

  1. Identify the specific vehicle and intended Australian use.
  2. Read the current Department guidance and establish the relevant approval question before transport.
  3. Use ROVER and official resources as research tools, not as a substitute for a decision.
  4. After shipment starts, prepare for the Import Declaration, border, biosecurity and document requirements.
  5. Check state or territory registration and insurance requirements separately.

Questions people ask

Is a SEVs Register entry the same as import approval?

No. ROVER states that a vehicle’s entry on the SEVs Register is not approval to import it into Australia.

Can a valid import approval guarantee registration?

No. Australian Border Force says a valid import approval does not guarantee that a vehicle meets state or territory registration and insurance requirements.

Who decides eligibility and approval?

The relevant government authorities decide applications and border matters. A sourcing or compliance provider can explain or assist with practical steps but cannot replace those decisions.
